The world of the 2020s is the most unstable since World War II. The United States is less interventionist than ever – after withdrawals from Vietnam, Iraq and, most recently, Afghanistan. The European Union will not be able to cope alone with an invasion by Russia in what it considers to be its strategic zone of influence, while V. Putin, for his part, has chosen the moment to concretize his project for the reconstitution of the former Soviet Empire.

"We want to maintain this dialogue," said Ukrainian negotiator Andriï Iermak. The Russians and Ukrainians have agreed to work towards a consolidation of the ceasefire in eastern Ukraine where a conflict between kyiv and pro-Russian separatists has claimed more than 13,000 lives since 2014.
